Cuba is the hardest country in this guide to stay connected in, and it pays to plan ahead. Telecom is a state monopoly, most travel eSIMs do not work here, and mobile internet can be slow and intermittent. The honest advice is to set expectations low and carry a backup option.

Networks & coverage

ETECSA — through its mobile arm Cubacel — is the only mobile operator in Cuba. There is no competition and no alternative network. Coverage reaches Havana, Varadero, and the main cities and tourist resorts, but service is mostly 3G with 4G/LTE in better-served urban and resort areas. Speeds are modest and the network can be congested or unreliable, and access to some sites and apps may be restricted.

eSIM or physical SIM?

This is the critical point: most global travel eSIMs do not work in Cuba. ETECSA itself does not issue eSIMs to tourists, and the majority of mainstream brands (Airalo, Saily, Holafly, Nomad and others) have no Cuba coverage. Only a small number of aggregators — notably GigSky and Yesim — genuinely list Cuba, connecting via roaming arrangements on Cubacel. Do not assume your usual eSIM app will work; verify Cuba is explicitly supported before relying on it.

The mainstream, reliable choice remains a physical Cubacel Tur tourist SIM from ETECSA, which you can pre-order for collection at Havana’s José Martí Airport (terminal 3) and other gateway airports, or buy at ETECSA offices.

Data, calls & messaging

The Cubacel Tur tourist package bundles data with local minutes and SMS plus some included messaging, which makes the physical SIM more versatile than the data-only aggregator eSIMs. Because connectivity is patchy, lean on WhatsApp for calls and messages when you do have signal, and download maps and essentials offline before you travel. Public Wi-Fi hotspots and hotel Wi-Fi remain a common fallback.

How much data do you need?

Given the cost and the unreliable speeds, plan for light use: messaging, occasional maps, and email rather than streaming. The Cubacel Tur tourist SIM’s 30-day allowance covers a typical trip, and topping up early is wise since coverage and top-up access can be inconsistent. Treat any data plan in Cuba as a convenience, not a guarantee.
