Samoa is served by two operators — Vodafone Samoa (formerly Bluesky) and Digicel Samoa. Coverage is good in and around the capital Apia (APW) on Upolu and across the main developed areas, with 4G LTE the standard; there is no commercial 5G. Both operators sell visitor-friendly tourist SIMs, and Vodafone offers a pre-loaded eSIM for travellers — useful because international eSIM aggregator coverage for Samoa is thin. A local SIM is the most reliable choice on the islands.
Networks & coverage
Vodafone Samoa and Digicel both run 4G networks; Vodafone has the broader footprint and Digicel competes hard on visitor deals. Coverage is solid around Apia, the resort coasts of Upolu and the main villages, and reaches the quieter island of Savai’i, though signal thins in the interior highlands and remote bays. Expect 4G in the populated areas — Samoa is a 4G market with no 5G rollout.
eSIM or physical SIM?
This is one place where a local SIM clearly wins. Major international eSIM brands (Airalo, Nomad, Saily) have limited or no dedicated Samoa coverage, so do not assume an aggregator eSIM will work. The best eSIM option is Vodafone Samoa’s own pre-loaded tourist eSIM, bought online before arrival. Otherwise, pick up a free Digicel Visitor SIM or a Vodafone Paradise tourist SIM at the airport or a store in Apia and add a data pass — both are cheap and reliable.
Data, calls & messaging
Tourist packs are generous for the price: Vodafone’s Paradise tourist SIM gives about 25 GB for ST$25 (around US$9) over 7 days, while Digicel’s visitor data passes start near ST$10 for 2 GB. Local tourist SIMs include a Samoan number and minutes, handy for booking tours and inter-island ferries. Vodafone’s ST$50 eSIM bundles 30 GB plus local calls and some minutes to Australia and New Zealand. Top up at any store or via the operator’s USSD menu.
How much data do you need?
For a relaxed island week of maps, messaging, social media and the occasional video call, 5–10 GB is comfortable, and the local tourist packs already include well above that. Streaming or tethering travellers should take a 20–30 GB pack, which the Vodafone Paradise and eSIM bundles cover cheaply. Since accommodation usually offers Wi-Fi, most visitors lean on a mid-size tourist SIM for getting around between resorts.
