Palau is a tiny diving paradise in the western Pacific, and almost all of its people, hotels and connectivity sit in and around Koror. The country has close ties to the United States, so US phone numbers and roaming are common, but for local data a prepaid SIM or visitor pack from the national carrier is the practical choice — the big global eSIM brands largely skip Palau.
Networks & coverage
Palau has two operators: PNCC (Palau National Communications Corporation, branded PalauCel) and PT Waves. PNCC is the dominant network with the widest 4G/LTE coverage across Koror, Airai and Babeldaob; PT Waves is a smaller challenger offering cheap unlimited data but a narrower footprint. There is no 5G. Expect little to no signal out on the Rock Islands and remote dive sites.
eSIM or physical SIM?
Popular global eSIM providers such as Airalo, Holafly, Nomad and Saily do not directly cover Palau — you would need a regional Pacific or Micronesia eSIM, which tends to be costly. The far better value is a local PNCC SIM or a data-only Visitor SIM, sold at PNCC outlets in Koror. A new prepaid eSIM/SIM costs about US$10.60 including roughly US$10 of preloaded airtime. PT Waves is worth a look if you just want cheap unlimited data.
Data, calls & messaging
A PNCC prepaid SIM gives you a Palau number plus voice, SMS and data bundles you can stack on top. The data-only Visitor SIM is aimed squarely at tourists (10 GB for 15 days). Calls and texts on a data-only pack run over WhatsApp or iMessage. PT Waves’ unlimited 4G plan is attractive for heavy data users but its voice calling is limited to other PT Waves numbers.
How much data do you need?
Most visitors come to dive, so screen time is lower than at a city destination. For a week of maps, messaging and uploading photos, 4–6 GB is ample; the 10 GB visitor pack comfortably covers two weeks of normal use. If you plan to stream or tether, PT Waves’ unlimited plan or a 10 GB PNCC bundle is the safer bet. Remember data only works where there is coverage — on the water you will mostly be offline.
