Kailem Anderson says AI-driven autonomous networks are exposing the limits of legacy OSS built for static infrastructure. Anderson is vice president of global products and delivery at Blue Planet, a division of Ciena, and he argues that operators need a different control layer for intent-based operations.

Blue Planet markets its products to the telecommunications sector, and Anderson’s remit spans global product management, engineering, delivery, support, and partner ecosystems. He leads more than 700 employees.

Why legacy OSS is the target

Anderson argues that legacy OSS was built for predictability in an era of human-led workflows. In his view, those systems were designed to manage inventory, stabilize operations, and organize infrastructure, not to manage outcomes.

He adds that the modern network is too dynamic to be provisioned in a rigid, manual way.

The control layer he wants operators to build

Anderson says operators need an evolved, ontology-driven control layer that can unify fragmented data, govern automation, and orchestrate intent-based, real-time network operations at scale.

The pitch is not for more automation on top of the same OSS stack. It is for a governance layer that can make automation usable across live network operations.
