EDOTCO Group has built NaPA GPT, an AI chatbot on Microsoft Azure, to speed decisions on where new mobile towers should be built.
The company says planning teams previously had to wait three days to a week for a specialist team to prepare the data behind those tower-site decisions.
What EDOTCO was doing before the chatbot
Tower siting at EDOTCO uses population distribution, weak mobile signal, demand growth, and surrounding terrain as inputs. Before NaPA GPT, planning teams sent requests to the Data Science team, which then prepared datasets depending on how complex the request was.
EDOTCO built Network Planning & Analytics, or NaPA, to bring planning, geospatial, and operational data into one place. The NaPA platform won the International Innovation Awards 2025.
How NaPA GPT sits on Azure
NaPA GPT is a conversational interface that runs on Microsoft Azure so planners can ask questions directly instead of routing them through a data science queue. It runs on Azure Container Apps, Azure Blob Storage, and Azure Generative AI.
EDOTCO says NaPA GPT securely processes complex queries and gives planners direct access to the operational and geospatial data behind the NaPA platform. It can return a ranked shortlist of candidate sites within minutes.
What EDOTCO is building next
EDOTCO says the broader NaPA platform also provides customized infrastructure dashboards to selected government agencies. Microsoft’s 2026 Work Trend Index found that 69% of Malaysians using AI say they are producing work they could not have managed a year earlier.

For tower-planning teams, the relevant change is the shift from queued data prep to direct queries against live planning data. For cloud buyers, the disclosed stack is specific: Azure Container Apps, Azure Blob Storage, and Azure Generative AI.

EDOTCO is embedding NaPA GPT further into its planning workflows and is working on predictive planning, what-if simulations, and AI-assisted recommendations for future network investment. The company also says it sees potential to apply the same approach outside telecoms, including in regulatory planning and smart city development.
